Uh, no, not really... Pander means kiss ass, pad means make it look bigger than it is. You can't pander something, but you can pander TO something, but that something has to be conscious.Same difference.
I've tried doing that. I gave myself all level 16 spells. First I tried all level 16 white spells, it made no difference. I tried all level 16 black spells, it made no difference. I tried an even mix of white and black spells all at level 16, it made no difference. I tried repeating all of the above with all weapon skills maxed. It still made no difference. I have no idea how Kishi managed to have it be his most powerful spell, but if someone can't find a way I'm going to declare shennanigans.
